  1. Rank by medication + shipping + mandatory fees.
  2. Break price ties by lower minimum spend, then direct access.
  3. Show up to five qualifying offers. Never fill gaps with incomparable offers.

In a live index, direct access would require confirmation from the dispensing pharmacy. Quotes would carry a source, timestamp, and expiration. This prototype uses fictional examples and has no daily updater.
